Far-Right Former Lawmaker J.A. Kast Elected as Chile Incoming Head of State.

In a decisive second-round vote, hardline candidate José Antonio Kast has secured the presidential office in Chile.

A Clear-Cut Victory

With over 99% of ballots counted, Kast secured 58.17% of the vote, defeating leftist candidate Jeannette Jara, who obtained 41.83%.

This represents Kast's third bid for the presidency, having in the past been defeated by the sitting president, Gabriel Boric, in the 2021 second round.

Agenda Focused On Security and Immigration

Known for his strong Catholic views and admiration for the period of dictator Augusto Pinochet, Kast's platform was largely centered on promises to tackle increasing violence and significantly curb immigration.

He frequently pointed to immigrants, particularly the approximately 330,000 illegal individuals in Chile, for public safety problems. Throughout the campaign, he issued an stern warning for them to leave before the March 11 handover or face removal.

His policy ideas featured controversial measures such as constructing holding facilities, high walls, perimeter fencing, and increasing the armed forces presence on the northernmost border.

Within a Continental Wave

Several analysts view Kast's win as fitting into a broader right-wing wave in South America, similar to recent political wins in countries like Ecuador, Bolivia, and Argentina.

Yet, other analysts additionally frame it as a part of the predictable alternation of power between left-wing and right administrations since Chile's return to democracy in 1990.

Leading Without a Solid Majority

In spite of his decisive popular vote victory, Kast will not hold an overall majority in the legislature, neither in the lower house or the Senate, even when all right-leaning parties are combined together.

This legislative reality could hinder his agenda, such as a promise to slash public spending by $6 billion within 18 months—a plan for which he has not detailed a clear explanation.

"There are several aspects about how a Kast presidency will operate that are uncertain because he has not detailed his methods for implement them," said a political science analyst.

The expert added, "On fiscal matters, it is very likely we will see adjustment measures typical of the right. However the area with considerably less ambiguity is on law and order, because that has been his flagship issue throughout the campaign."
